When a serial rapist targets military spouses, NCIS agents race against time before he strikes again. -Ruthless, 48 Hours

It is believed that Willie Abner Brown committed 12 sexual assaults in the Jacksonville, North Carolina area, five of them were Marine spouses. After the similarities in reports were observed, the Jacksonville Police Department created a Task Force with Camp Lejeune and Naval Criminal Investigation Services (NCIS) because they felt the cases were connected. The Marine Corps leadership at Camp Lejeune were very concerned that there was a serial rapist on the loose because five different military spouses reported being attacked, four were attacked while their husband’s were deployed. The attacker also stole money and debit and credit cards from his victims. Investigators were able to identify Willie Brown via video surveillance while he was using one of the victim’s credit cards at a local convenience store. They learned Brown was a janitor at Camp Lejeune.

The police picked Brown up for a traffic violation and brought him to the station for fraudulent use of one of the victim’s credit cards. The Jacksonville Police Department knew exactly who Willie Brown was because of his long rap sheet. They could prove the theft but they wanted to prove the multiple rapes so they set up a war room to gather and collect information that would help them substantiate that Willie Brown was involved in the sexual assaults as well. They interviewed every victim they could to get a better understanding of the modus operandi of the serial attacker. Investigators also searched Brown’s house and his girlfriend’s house and found items that connected Willie to the victims and the weapon they believe was used in one of the attacks. The victim’s were relieved Willie was finally caught and couldn’t harm anyone else.

The prosecutor was only able to prove that Willie was connected to four of the twelve sexual assaults. DNA evidence specifically connected Willie Brown to some of the victims. During trial, Willie Brown took the stand to defend himself and he maintained his innocence. He admitted to the robbery but not the sexual assaults. And he told the jury he was sexually assaulted as a child and couldn’t physically carry out the attacks. After a day of deliberation, the jury found Willie Brown guilty on March 13, 2014 of multiple felony charges including rape. He was also convicted of assaulting one of the victims with a deadly weapon. Willie Brown was sentenced to prison for 410 years. “You have to fight for your story, you have to fight for your word.” One of the victims said even if they can’t do anything with your case, you should still report it because someday someone else will report and the cases will be connected.

1. Judy Buenoano

Date: June 25, 1983 (the date of the explosion that was her downfall)
Victims: John Goodyear (husband), Michael Buenoano (son), and John Gentry (fiancé, survived)
Location: Pensacola, Florida
Circumstances: John Gentry found out his wife Judy was pregnant and he was excited about their future; then John left the house, got into his car, and the car blew up; someone blew the car up with dynamite and it got the attention of investigators; John survived the blast but the discovery of dynamite residue meant this was no accident; four days later, detectives asked John who would profit from his death; they learned his mother and his fiancé Judy did; although John never imagined Judy had anything to do with it because he thought the policy was cancelled; a reporter recognized Judy from the nail salon she went to; news of the explosion was on at the nail salon; Judy didn’t say a word and just quietly kept working on her nails; the reporter noticed she had a darkness about her; the reporter took notice of the feelings she had about her; investigators learned that Judy told John she was pregnant with his child but she was lying because she had been surgically sterilized five years earlier; investigators found an insurance policy that showed she took out $500,000 on John; John thought the policy was cancelled but it was not; John was in denial initially but began to realize this may not have been Judy’s first attempt to kill him; Judy pushed John to take vitamins and after he took them he would get sick and throw up; he went to the hospital and they couldn’t figure out what was wrong; he stopped taking them but hid it from Judy; they were Judy’s poison pills; John was shocked to learn she had a secret life insurance policy on him for half a million dollars; investigators believe Judy may have killed before; 12 years earlier, Judy was married to James Goodyear; James was an Air Force sergeant who served in Vietnam; he was home on leave enjoying some R&R with his new wife but what he got was arsenic poisoning; it had no odor and dissolved easily; Judy served up tiny amounts so it went unnoticed; it progressively damages the liver and the heart; chronic arsenic poisoning is hard to detect; within 3 months, James was dead and Judy collected a large insurance settlement; this first murder set the stage for Judy’s career as a serial killer because she killed for profit; a decade later, James spoke from the grave when he was exhumed and they found arsenic in his system; Judy got away with murder for 12 years; investigators also learned when her son Michael turned 18, he wanted to join the military; on his way to a post in Georgia, he visited with his mom at which time Judy fed him arsenic because she had several life insurance policies on her son too; sociopaths don’t feel love and lack empathy; to Judy, her son was just another check waiting to get in her bank account; Michael didn’t die but he became crippled from the arsenic and was discharged from the Army as a result; he wore braces on both his arms and legs because he was paralyzed from the elbow down and the knee down; he was back in Judy’s care at it wasn’t long before Judy took Michael on a canoeing trip; he had 15 lbs of weighted braces on his arms and legs and could barely walk, let alone swim; she took him out of site of the landing and public view and the canoe some how capsized; one of her stories was they hit a log and the canoe overturned; she also said a snake fell in the boat; Michael, weighted down by the braces, could not swim and sunk to the bottom of the lake; Judy never attempted to save her son and he drowned; most parents would do whatever they could to save their child; later Judy hailed a passing fisherman, told him about the accident and drank a cold beer; she collected from two life insurance policies; she knew the braces would render Michael helpless; the police finally pieced together Judy’s secrets; she went too far when she used the dynamite because she wanted too much, too soon; the prosecutor said he never witnessed the sense of evil he did with Judy in his 30 years of prosecuting cases; Judy insisted she was innocent to her grave but those who knew her had no question about her guilt
Motive: Greed (life insurance money)
Disposition: Judy Buenoano was found guilty of first degree murder and first degree grand theft and sentenced to death; Judy was executed on March 30, 1998 by the State of Florida

2. Eugenia Falleni

Date: September 28, 1917
Victim: Annie Burkett (wife)
Location: Australia
Circumstances: Harry Crawford was barely scraping by in life; he had a lot of different jobs and moved often; if people asked too many questions, he would move again; Annie Burkett was married to Harry and he was a stepfather to her son; they were a typical family and Annie didn’t know Harry was living a lie; his name really wasn’t Harry Crawford because he wasn’t even a man; his name was Eugenia Falleni, and she wasn’t a Scotsman, she was an Italian woman; it was a secret he would kill to protect; he deceived everyone for decades; Eugenia was a woman living as a man at a time transsexuals were not accepted; she could be discovered at any time and jailed for living as a deviant; what she was doing was actually quite dangerous in those times because she would experience a lot of hostility; the marriage to Annie was actually null and void because she entered into a marriage as a man under false pretenses; Annie had no idea her husband was a woman because Eugenia hid it from her in the bedroom too; but after 4 years of marriage, Annie realized she’d been duped and she was devastated; she discovered the true gender of her life partner and threatened to expose Harry; he was afraid he would go to prison; Harry lured Annie to a secluded park for a picnic and smashed Annie over the head with a bottle, then she panicked; while Annie was still alive, Eugenia set her body on fire in a campfire because she believed she could burn the body beyond recognition; but Eugenia’s body was found yet not identified right away; Eugenia’s motivation for killing was to save herself and her standing in the community, she wanted to protect her identity; now her biggest concern was Annie’s son Harry; with Annie out of the way, there was only one other obstacle so she took Harry to a notorious suicide spot and tried to lure him to the edge; Harry hung back and it literally saved his life because she couldn’t convince him to go to the edge; the fear and panic was not enough to drive her to kill Harry; Eugenia kept this dark secret hidden for another 3 years; she went on to marry another woman and after 12 months, she was arrested by the police and charged with the murder of Annie Burkett whose body was finally identified; after the arrest, she became a freak show and even the media referred to her as a “freak,” “monster,” and “pervert”
Motive: Wife Annie threatened to reveal the true identity of Eugenia; she did not want to go to prison or lose standing in the community
Disposition: On July 5, 1920, Eugenia Falleni was charged with the murder of Annie Burkett; on October 6, 1920, she was convicted of murder and sentenced to death; although in the end, she was spared execution and released after 11 years in prison; she lived the rest of her life as a woman

3. Genene Anne Jones

Date: 1977-1982
Victims: Chelsea McClellan (Genene is suspected of killing up to 60 infants)
Location: Bexar County, Texas (San Antonio and Kerrville)
Circumstances: Babies were dying without cause at a medical center in San Antonio, Texas; they saw an increase in pulmonary arrests in the children’s ward; the death rate went from one a week to 3-5 a week; staff knew they had a murderer inside the hospital and the prime suspect was nurse Genene Jones, a 31 year old vocational nurse who had a hero complex; she liked the idea that she could save lives in an emergency; when someone has a strong need to be seen as a hero or savior, this is the hero complex; when someone creates a scenario where they can rush in and save the person, that’s dangerous; Genene used a variety of drugs to stress her patients like blood thinners and cardiac arrest agents; she didn’t necessarily want to kill her victims, just make them sick enough so she can rescue them; this was her way of getting attention; she would call a code red and people would rush to the scene; she would resuscitate them and bring them back to life when she could but all too often Genene miscalculated her poison; she was searching for respect; she felt important and powerful when she was tending to defenseless children; perhaps Genene was overcompensating for previous losses; soon after birth, Genene was abandoned by her natural parents and given up for adoption; at 16, her closest brother died in a car accident; another brother succumbed to cancer 8 years later; cancer also took her father at age 56; if someone feels unloved, they may spend the rest of their adult life trying to acquire the attention they did not get as a child and engage in various behavior including criminal behavior to gain the attention; in one two week period at the San Antonio medical center, 7 children died; but co-workers started to connect the dots and asked questions; they discovered all of the deaths were on the same shift and were taken care of by Genene; they thought it was suspicious and reported it to administrators; but administrators failed to report the information to the medical examiner’s office and didn’t instantly remove Nurse Jones; she was left on the ward even after they knew what was going on; they finally did something when staff insisted but they were fearful of getting sued more than saving the lives of the children; according to the medical examiner at the time, Genene was the worse serial murderer in the history of Texas; and what’s worse is that a nurse could murder and it was covered up; no one is sure how many children died because a lot of the records disappeared and the deaths were not reported or autopsied; eventually the hospital raised the qualifications for nurses in the ward and Genene no longer qualified so they let her go but gave her an excellent letter of recommendation; she was free to kill again; soon she was working in a pediatric facility in Kerrville, Texas; her new boss had no idea about Genene’s past; Genene was asked to look after a child with a cold and suddenly Chelsea stopped breathing; she saved her and was hailed a hero; the need to do this is a bottomless pit that is never filled; one month later, Chelsea is once again in respiratory arrest after another routine check up by Nurse Jones; she was rushed to the ER but didn’t survive this time; death was incidental to all the excitement Genene got from trying to save a child; Chelsea’s death was initially ruled Sudden Infant Death Syndrome (SIDS) but upon closer inspection, Genene’s secret was discovered; the death was suspicious and Genene was once again investigated; the autopsy revealed that the baby suffocated to death from Succinylcholine poisoning; and after Chelsea’s death, Genene visited Chelsea’s grave and appeared genuinely remorseful; Chelsea’s mother happened to visit at the same time and she was curious why this nurse was at the gravesite, so distraught; more evidence was discovered; hospital staff noticed pinholes in the agent used to kill little Chelsea; she replaced what she took with saline solution; Chelsea’s body revealed traces of Succinylcholine (anectine); Genene’s colleagues at her last job confirmed that she was a suspected killer long before she arrived at the Kerrville clinic; Chelsea’s murder was the one that finally put her way for good but no one was ever charged for the several deaths at the medical center in San Antonio; to this day, Genene insists that she’s innocent; professionals acknowledge this is a common form of denial that comes with who have the hero complex; they need to be incarcerated for the rest of their lives because there is no way to know if they won’t kill again

Disposition: Genene Jones was found guilty of first degree murder and causing injury to seven other children; she was sentenced to 99 years in prison

Army Soldier Erin Tynan Raped & Murdered by Fellow Fort Irwin Soldier; Christopher Geier Sentenced to Death, Died on Death Row (November 15, 1990)

Army Soldier Erin Tynan, 21, was found dead on November 15, 1990 in her off base apartment in Barstow, California. Erin Tynan was an active duty military police officer stationed at the Fort Irwin National Training Center. She had already spent a couple years in Germany and after her enlistment was up, she was going to use her GI Bill to go back to school and get a degree in forensic social work. After she didn’t show up to work, the Army asked the Barstow Police Department to check in on her because they were concerned about a respiratory medical condition she had been diagnosed with in Germany. The Barstow Police Department went to Erin’s home and found her dead at the scene.

Barstow PD detectives determined that Erin had been the victim of a surprise sexual attack and murder. They deduced that whoever killed Erin was someone that she knew and the person was able to gain access inside her apartment and overpower her. The autopsy confirmed that Erin was assaulted, forcibly raped, strangled, and stabbed in the neck post mortem. Investigators believed that the precision stab wound in the back of the neck was the work of someone who served in the military and wanted to make sure she was dead. They first turned to Erin’s last known boyfriend William Jones. He had recently been discharged from the Army and left the day before but there was tension because the six month relationship ended. Jones informed investigators that he had left Erin with a 22 pistol for protection but she was planning on selling the gun to another Army soldier because it jammed. They did not locate the gun in Erin’s apartment and believed the killer stole the gun. Jones was eventually ruled out because his DNA did not match the DNA found at the crime scene and he was in fact physically placed in Illinois at the time of the murder. The next person they turned to was a lead they got from the Army Criminal Investigation Division (CID). CID learned that another soldier by the name of Eugene Knox was in possession of a 22 pistol and had been acting erratically. The Barstow PD spoke with Knox and learned that he had been dating Erin. No one knew the two were seeing one another. Investigators determined that Knox could not have been the killer because he was out in the field on the night of the murder.

A couple years later, evidence from an attempted murder of a young mother in Louisiana was linked to evidence in a murder case in California. The young mother had been shot in the face once with a 22 pistol but her life was spared when the gun jammed the second time the killer pulled the trigger. The murder victim, Curtis Dean, had also been stabbed in the neck in the same precise way that Erin Tynan was stabbed in the neck. The suspect in the murder of Curtis Dean was an Army soldier at Fort Irwin, Christopher Geier. Army CID immediately recognized the similarity in the knife wounds found on both Curtis Dean and Erin Tynan. They contacted the Barstow PD to inform them of what they had learned. Geier admitted to investigators that he was hired to murder Curtis Dean but did not admit to the rape and murder of Erin Tynan when confronted. But it didn’t matter because in the meantime forensic testing revealed the gun used to shoot the young mother in Louisiana who survived matched the 22 pistol missing from Erin’s apartment. And the British Commando knife Geier admitted using on Curtis Dean was consistent with the knife used on Erin Tynan. Hair samples and DNA evidence collected from the rape also matched Geier. The prosecutor determine based on evidence collected at the scene that Geier knew that Erin Tynan would be alone and vulnerable that night. He also knew that her boyfriend Billy Jones was gone. He used the ruse to buy the pistol to gain access into her apartment with one thing in mind: he wanted a sexual encounter with her. After she resisted and rejected him, he raped and strangled her.

On July 21, 1995, Christopher Adam Geier was sentenced to death for the first degree murder of Erin Tyner and Curtis Dean, and the attempted murder of the young mother in Louisiana. Investigators eventually learned that Geier’s Fort Irwin Tank Commander in the Army, Jeffrey Hunter, hired him to kill Curtis Dean. Army soldier Jeffrey Hunter was sentenced to life in prison.

Update: On August 31, 2017, Christopher Geier, 49, collapsed and died in the prison’s recreational yard. The cause of death is unknown, pending the results of an autopsy.

Army Spc. Tracy Spencer Sentenced to Life in Prison for the Rape & Murder of Veteran Micki Filmore & Nurse Barbara Kramer (December 31, 1986)

When 22 year-old Micki Filmore is found raped and murder in her apartment, detective Kenda focuses his investigation on her activities the previous night. Micki was seen dancing with a man who then paid a late night call to her door. -A Killer Always Rings Twice, Homicide Hunter (S1, E3)

Colorado Springs is the home of five military bases made up of about 40,000 personnel. A lot of them live off-base in local apartment units. On July 19, 1986, as Army Spc. Tracy Spencer was walking by, he noticed his neighbor Micki Filmore was laying lifeless on the floor in her apartment. He was alarmed and ran to his wife Lisa to seek help. She claims she went through the window of the apartment because of her own concern for Micki and discovered that she was in fact dead. They called the police. Lt. Joe Kenda of the Homicide Unit at the Colorado Springs Police Department was assigned to investigate the case. Kenda deduced from the observation of the crime scene that there did not appear to be any struggle, the victim’s wallet and cash were present, and she was naked with her legs open and bruising around her neck. He suspected Micki Filmore was raped and strangled in a quick and brutal attack.

Joe talked about the crimes of rape and murder for a bit. He talked about how rape is unfortunately a very common crime but he also noted that rape and murder is not that common. Lt. Kenda educated the public about the fact that rape and sexual assault is mostly a punishment of women. And in this particular case, the perpetrator surprised Micki Filmore while she was in bed. His only purpose was to rape and kill her. While Joe waited on the results of the autopsy, he tried to figure out the modus operandi of this particular offender because he would strike again. Joe wondered why it was so important for this person to get in and out of the apartment quickly. Was he a local and making sure that nobody saw and recognized him? Neighbors Lisa and Tracy Spencer reported they saw Micki the night before; she was happy, eating pizza, and nothing appeared out of the ordinary.

Joe canvassed the neighbors in the apartment complex and learned that Micki was having troubles: he heard from neighbors that her fiancé left her, she was pregnant, and broke but nobody knew who the father of the child was. One neighbor told Lt. Kenda that he went to a night club with her the night before. He claimed that while they were there, she saw someone she knew. She left the club with her neighbor around 2 a.m. but she did give a piece of paper to the friend she ran into at the club. The neighbor claimed they talked for a little bit and then went their separate ways. After lying down, the neighbor heard knocking on her door. He looked out briefly and saw the same man from the club standing there. Another neighbor said she was awoken by a loud scream and then a thumping noise around 3:45 a.m. She assumed whoever it was they were fighting. Joe still had little evidence to go on but the autopsy helps tell a story.

The autopsy revealed that Micki Filmore’s last moments were met with violence, anger, and rage. And she had engaged in sexual relations within the last twelve hours. Despite what her neighbors said, she was not pregnant and there were no drugs or alcohol in her system. Lt. Kenda learned Micki was twenty-two years old and originally from a rural community in North Carolina. She joined the Army straight out of high school, did a three year tour of duty, traveled the world, and her service ended in December 1985. She was looking forward to leaving to be with her fiancé in a few weeks. Lt. Kenda contacted the fiance and learned that he had not abandoned Micki. The fiance was finalizing a divorce so he could marry Micki and he could verify his whereabouts at the time of the murder. The fiance shared he asked his friend Frank Lynch to look out for Micki while he was gone; but now he had concerns that maybe he was involved. This gave Kenda a new lead and potentially a new suspect.

Kenda met with Frank Lynch who denied any involvement in the murder and could account for himself on the night in question. As a result, Kenda closed out Lynch and in the meantime got a phone call from DiCarlo Dowden. DiCarlo was the man at the club that Micki gave a piece of paper to and the same man suspected of showing up at her apartment the night of the murder. DiCarlo admitted that he ran into Micki at the club, they chatted, they danced, she told him she was not ‘with’ her neighbor (he was an escort), and then gave him her number. She also gave him her address which to him was an invitation so DiCarlo dropped by her apartment but no one answered the door so he left. DiCarlo noticed that a neighbor did see him after looking out their window, which also matched the neighbor’s story. DiCarlo denied any involvement in the crime and there was no probable cause to arrest him, he did volunteer to provide biological evidence for testing.

It takes several weeks for the comparative analysis testing to be completed at the labs. Joe reiterated that DiCarlo was not off the hook yet. On August 12, 1986, another body was discovered in the same apartment complex. Lt. Joe Kenda knew this was not a coincidence. The victim was twenty-four year old Barbara Kramer who was a nurse at Eisenhower Hospital in Colorado Springs. She didn’t show up to work so her sister and a friend went over to her apartment to check in on her. They discovered the newspaper outside her door, signs of a struggle in the apartment, and the friend found Barbara Kramer dead in her bedroom. The family was devastated because they were already worried about her safety after the first murder in that apartment complex but they reported that Barbara was cautious and playing it safe. Kenda was horrified by what he saw at the crime scene because he immediately knew it was the same guy.

The modus operandi of both crimes was exactly the same aside from one woman was black and one woman was white. Both were displayed with their legs open after they were murdered; both were attacked in the middle of the night between the hours of 4 and 7 a.m.; both were single females living alone; both were strangled; and both were living in the same apartment complex. Lt. Kenda was feeling an even more heightened sense of urgency because this guy was a serial killer and was not going to stop; he wanted to prevent a third victim. He also deduced that the killer probably lived in the area and he was carrying on as if nothing mattered. He questioned DiCarlo about his whereabouts and DiCarlo was cleared as a suspect because his girlfriend could alibi him. Kenda knew DiCarlo wasn’t his man because the person he was looking for killed Micki Filmore and Barbara Kramer.

Lt. Kenda knew these murders were similar offenses; they were the same crime, different targets. He wondered how many more had to die before the Colorado Springs Police Department could stop him. Kenda theorized that the perpetrator most likely stalked his victims before the attacks. He did not feel that these crimes were random and he believed that the perpetrator surveilled his victims. This offender simply waited for the right place and right time. Kenda noted that these guys are not as intelligent as one would think but they are cunning. He knew the guy made mistakes and he had to be the one to find them. After interviewing more neighbors about the night before, Kenda learned that one neighbor was awakened to screams around 6 a.m. and another neighbor saw Tracy Spencer banging on Barbara’s door with a piece of paper in his hand around 6:25 a.m. She saw the door open, Spencer enter the apartment, and then the door slam.

This new information intrigued Lt. Kenda because now Tracy Spencer not only found Micki Filmore’s body but a witness saw him knocking on Barbara Kramer’s door around the time that she died. Kenda looked into his criminal history and found only minor offenses, nothing to indicate a propensity for violence. But Kenda was going to apply for a warrant regardless and arrest Tracy Spencer based on the evidence he had. But first he wanted to talk to Tracy’s wife. Lisa was still claiming that Tracy was with her the night of the murders so Kenda told her that a witness saw him and she began to cry. Kenda did not understand why she would protect him and told her she could be arrested next. She told him she did lie and that Tracy was not with her all night. As a matter of a fact, she admitted that he left the apartment in the middle of the night often and went for walks. She claimed Tracy told her he kept finding Barbara’s mail on the ground and wanted to return it to her, despite locked mailboxes at the apartment complex.

Lisa Spencer also admitted to finding an empty envelope with Barbara’s name on it so she threw it away. She observed Tracy get angry when he couldn’t find it but she never told him she threw it away. She also confessed that she did not go through the Micki’s apartment window like she originally shared with the police; she went into the apartment to help Tracy cover up the crime. When Kenda asked her why, her response was that she loved him. Kenda learned that Tracy was on the move so he made a decision to arrest and take him to the station before he hurt someone else. Kenda got a search warrant for his apartment and found the letter he couldn’t find right in the trash where his wife said she put it. And it did in deed have Barbara Kramer’s name on it. Kenda questioned Tracy at the station and even after he was told there were witnesses, Spencer stuck to his story. Eventually he folded some and admitted to taking mail to Barbara but said he didn’t go inside her apartment.

Kenda realized Tracy Spencer was a prolific liar. He denied everything. Kenda confronted him with the semen he said matched him (which was a lie) and then Tracy admitted that he was lying to him because he was having an affair with Micki and did have consensual sex with her that night. He had an explanation for everything. The bottom line was that he was going to commit the crimes regardless of the consequences and then lie about it. That’s what they do. The lab results came back and showed that both Tracy’s blood and hair samples matched those at the crime scenes. Tracy Spencer was arrested for the first degree murders of Micki Filmore and Barbara Kramer. On December 31, 1986, Tracy Spencer was found guilty and sentenced to life in prison plus twenty-four years. He is eligible for parole in 2032. Lt. Kenda ended the show with the fact that Spencer overpowered, raped, and killed two girls he didn’t even know for no real reason. Two women paid the price for his crimes and there could have been more, and that scared him.
