Hawaii Delegation Backs Reforms Against Military Sexual Assaults (May 16, 2013) by Kery Murakami, Honolulu Civil Beat

New legislation would make it easier for victims of sexual assaults in the military to come forward.

“WASHINGTON, D.C. — A burgeoning scandal over sexual assaults in the military is fueling calls from congressional lawmakers on both sides of the aisle to support a bill that gives victims greater confidence that they’ll get justice. At an emotional press conference on Thursday where former service members spoke of being sexually assaulted while in the military, Sen. Mazie Hirono and Rep. Tulsi Gabbard joined a bipartisan group in both chambers in pushing for reform. The issue was a personal one for Gabbard, who served two tours of duty in the Middle East with the National Guard. Though she was not available for comment Thursday, she told CNN earlier this month that rape culture was prevalent during her first deployment to Iraq, to the point where soldiers were trained on protecting themselves from other soldiers.”

At [the] press conference, Jennifer Norris said she was raped while serving in the U.S. Air Force. “At first I was too afraid to report my assault to my chain of command, but two years later I was forced to report due to the escalation of the behavior and the fear that I would be raped again,” she said. Norris…said she’d been reluctant to report the rape because, “in the Air Force, I witnessed first hand what happens to those who stepped forward to report their assaults. I did not want to be stigmatized for reporting my assault — as I tried to move forward with my career. Instead, the best option for me was to try and endure it, to suck it up and try and make it until I could get transferred somewhere else — only to have it happen over and over again, like a recurring nightmare.” –Honolulu Civil Beat (May 16, 2013)

Dateline NBC Premiered ‘A Gathering Storm’: Russel Douglas Found Murdered on Remote Whidbey Island, Washington Road the Day After Christmas (February 15, 2013)

Russel Douglas was found murdered in his car in a remote location on Whidbey Island in Washington on December 26, 2003. Russel was shot execution style in the head and there were few clues at the scene but the police knew it was a murder because they couldn’t find the gun. It took the police a few years but eventually they got a phone call from someone who said they had information about a murder. Investigators learned that a man by the name of Jim Huden admitted that he wanted to kill someone and did in fact kill someone. Through the course of the investigation, they also learned that Jim, who was married, had been having an affair with Peggy Thomas, a Navy veteran and former beauty queen in Washington. Peggy was the connection to Russel Douglas because she once worked with his wife Brenna at a hair salon and Russel’s wife was renting a home from her on Whidbey Island. When Jim Huden and Peggy Thomas were interviewed by the police, they didn’t admit to anything and would not cooperate. Therefore, detectives didn’t have enough evidence to arrest them. In a random act of violence, ex-Marine James Shackelford decided to steal a Mitsubishi Eclipse outside a bar and ended up fatally shooting the driver of the car Christopher Devoy on May 31, 1996 in Colorado Springs, Colorado. James Shackelford was kicked out of the Marine Corps for punching a sergeant in the mouth. He turned to a life of crime robbing banks, stealing cars, and then eventually murder in the course of a robbery. Ultimately three individuals were held responsible for the murder of Christopher Devoy. James Shackelford was arrested for first degree murder. Jeffrey K. and Jeremy Kirby were convicted of murder and their combined sentences totaled more than fifty years behind bars. The ring leader of the murder got off with the lightest sentence. James Shackelford got sixteen years in prison. Shackelford never even got convicted of murder.
